National High Council for Rule of Law and Anti-Corruption was established on 17 August 2016 following Presidential Decree 94. The Council enforces rule of law, strengthens and reforms the judicial system, addresses issues related to observance human rights and ensuring of justice. The Council is also vested with the responsibility of reforming rules and legislative documents pertinent to objectives of the Islamic Republic of Afghanistan. Another goal for which the Council is established is to initiate effective and firm counter-corruption actions.
Composition of National High Council for Rule of Law and Anti-Corruption
The following member-committees form the Council:
Sub-Committees: the Law Committee composed of fifteen members, the legal and judicial committee chaired by Second Vice-President composed of fourteen members and the Anti-corruption committee composed of eleven members and led by the Attorney General hold separate meetings.
Law Committee: the main task with which the Law Committee is entrusted is determining legislative priorities, legislative documents, and providing consultations prior to promulgation of laws by the President. The Law Committee has held nineteen meetings during 2016 where sixty seven drafts pertaining to laws, regulations, and modifications were reviewed.
Judicial and Legal Committee: the principal task vested with this Council is to develop and monitor national judicial reforms programs in consortia with legal and judicial Center. This Council has conducted four meetings during 2016, having discussed and reviewed nineteen judicial documents. The subordinate Committees of National High Council for Rule of Law and Anti-Corruption has followed and implemented the decisions and drafts of this Council. The subordinate Committees also advise on improvement of tasks and activities related to the Council.
