Afghanistan has 25 ministries; if high-level commissions and agencies are included the total number of state entities covered by a comprehensive anti-corruption plan exceeds seventy. While all are important, to provide much-needed focus, the national anti-corruption strategy will prioritize the nine ministries that account for approximately 70 percent of revenue and expenditure. On the expenditure side, these are the Ministries of Public Health, Education, Labour, Social Affairs, Martyrs and Disabled, and Rural Rehabilitation and Development.
